The absorption capacity of European funds does not depend exclusively on the
government but also on the potential beneficiaries, the head of the European
Commission (EC) Delegation in Romania, Jonathan Scheele, said yesterday at a
summer school in Cluj-Napoca. He explained that the management and the
implementation of the projects for which financing applications are
submitted would have a considerable influence on the absorption rate. "I
believe that significant progress has been made by the authorities that
administrate the funds. It will not be easy but the mechanisms are in place
and their capacity is improving on a daily basis," said the European
official.
At this point, Romania is preparing a program for the use of structural
funds, said the EC delegation head. In early fall the program will be
approved by the government and the selection of the projects to be
implemented in the following years will start soon after.
Scheele reminded potential beneficiaries of European funds that EU-financed
projects will be verified after the accession.
