ANRC rules in favor again for small phone company
In its attempt to create a free and competitive telecommunications market, the National Communications Regulatory Authority (ANRC) is trying to open up the networks of large players for small competitors. 

ANRC decided, following a complaint submitted by the Intersat company in Constanta, that RCS& RDS will negotiate and close an interconnection agreement with the complainant. ANRC also established the technical interconnection solution and the tariffs for making calls between the two networks. Interconnection is the physical link between communications networks in order to make communication between users from different networks possible. For operators, interconnection is a service they buy from other operators, thus making it possible for their clients to talk to the users of a different network. In order for Intersat clients to be able to communicate with those of RCS& RDS, the company initiated negotiations for the closing of an interconnection agreement. As RCS& RDS did not respond to the request, Intersat took the matter to ANRC.

Looking at the situation, the regulatory body decided that the interconnection should be done indirectly through RomTelecom, as both operators had previously closed agreements with the leading landline company. ANRC set the tariff at 0.02 euros per minute, not including VAT, for both companies. Intersat Constanta is a local electronic communications operator that provides landline and data communication services. The RCS& RDS group is one of the most important coaxial cable telecommunications (CATV) operators with over a million clients nationwide.
